Senior Program Manager, Indigenous Economics and Finance, BC Hydro
Patrick Tomlinson works at BC Hydro in the Indigenous Relations department. Over the past 3 years, Patrick has supported the 2024 and 2025 BC Hydro Calls for Power and the First Nations co-ownership negotiations on the North Coast Transmission Line project. For both Calls for Power, Patrick worked with the Canada Infrastructure Bank to secure loan packages for all BC First Nations holding equity ownership on winning proposals. He also helped design the First Nations economic participation model for both Calls. This model requires that private companies grant equity ownership to BC First Nations and incentivizes additional economic benefit sharing on winning projects. On the North Coast Transmission Line file, Patrick has worked with the financial advisors of the 14 participating First Nations to design and structure a multi-billion-dollar project finance arrangement that potentially could encompass CIB equity and project loans, federal and provincial loan guarantees and private sector loans.
Prior to working at BC Hydro, Patrick has worked with, alongside and in support of Indigenous Nations for more than 15 years. He has worked for Indigenous entrepreneurs and commercial enterprises, tribal councils, and, as a civil servant at both the federal and provincial levels of government. He has had the privilege to work with numerous Indigenous political leaders representing Nations from every region of Canada. In 2016, he was awarded the Premier’s Award for Collaboration for leading a team of First Nations elders, educators and public school administrators in the creation of a First Nations public school curriculum that is now taught in public schools in the Northwest Territories.
Patrick holds graduate degrees from Harvard University, where he specialized in infrastructure finance, and from the Massachusetts Institute of Technology, where he graduated with an M.B.A.
